DESCRIPTION:Speaker Bio:\n\nAdmiral Robert J. Papp\, Jr.\, USCG (Ret.) beca
 me the State Department’s Special Representative for the Arctic in July 
 of 2014\, and will lead the effort to advance U.S. interests in the Arctic
  Region\, with a focus on Arctic Ocean governance\, climate change\, econo
 mic\, environmental\, and security issues in the Arctic region as the Unit
 ed States holds the chairmanship of the Arctic Council from 2015-2017.\n\n
 Prior to his appointment\, Admiral Papp served as the 24th Commandant of t
 he U.S. Coast Guard\, and led the largest component of the Department of H
 omeland Security (DHS). As a flag officer\, Admiral Papp served as Command
 er\, Coast Guard Atlantic Area\; as the Chief of Staff of the Coast Guard 
 and Commanding Officer of Coast Guard Headquarters\; as Commander\, Ninth 
 Coast Guard District\; and as Director of Reserve and Training.\n\nAdmiral
  Papp was a career cutterman\, having served in six Coast Guard Cutters\, 
 commanding four of them: RED BEECH\, PAPAW\, FORWARD\, and the training ba
 rque EAGLE. He is a 1975 graduate of the United States Coast Guard Academy
 . Additionally\, he holds a Master of Arts in National Security and Strate
 gic Studies from the United States Naval War College and a Master of Scien
 ce in Management from Salve Regina College.\n\nAdmiral Papp is a native of
